This course examines the structure,
powers, functions, and operations of local government units (LGUs) in the
Philippines, with emphasis on decentralization, local autonomy, governance, and
development planning. It explores administrative systems, fiscal management,
local legislation, participatory governance, and local development planning
processes under the Local Government Code of 1991 and related laws. The course
equips students with theoretical foundations and practical skills relevant to
public administration, local governance, and community development.
